Mission Statement The HOME BUILDERS COUNCIL (HBC) is a professional organization
created on behalf of the building industry as the educational arm of the Building
Industry Association of Southern California (BIASC). Professionals who belong to a
BIA member company are eligible to join HBC as an individual. Many join to give back
to the industry in which they earn a living. Many join for the personal growth,
networking, camaraderie and social activities. Message from the President Elsa Trujillo
2004-2005 HBC President History In 2003, the Home Builders Council (HBC) celebrated its
50th Golden Anniversary. From a group of young Los Angeles builders united by a common
professional bond, to a thriving 21st Century organization of builders, developers and
associates helping educate future home builders, it has been a dynamic half-century for
the Home Builders Council (HBC). While the group has evolved and the names have changed,
the HBC of today is a highly respected, professional organization whose basic philosophy
has remained steadfast: professional development, educational opportunities and industry
networking. HBC began in 1953 as the Young Home Builders Council (YHBC) in Los Angeles,
initiated by the late Sande Semmes, who was president of what is now the Building Industry
Association of Southern California (BIASC). YHBC was chartered with the goal that still
exists today, "to support the education and personal development of the members of the Southern
California's home building industry". As these young homebuilders matured, the "young"
was eliminated from the name, and it continued as the Home Builders Council (HBC). HBC
activities expanded to further support scholarship funding and other educational efforts.
Beginning with the first Installation Dinner in 1955, and HBC's initial Golf Tournament
in 1956, the Council's annual calendar has grown to include many fundraising events.
Membership in the organization continued to grow over the next decade, reaching nearly
500 members in 1967. # Education Remains the Goal While initial educational programs were
limited to expert presentations on home building and related subjects, HBC's education efforts
blossomed in 1961 with the introduction of a specific industry course subject at UCLA entitled
"Home Building and Subdividing". This new course covered real estate, finance, market research,
and executive functions of management in residential construction. Several years later, HBC
sponsored a 10-week Construction Seminar designed to further advance the industry through the
effective use of labor and materials. This was another "first" for this young, aggressive and
talented group of home builders. In addition to providing hands-on training, seminars and speakers,
HBC sponsors classes at UCI Extension in the Light Construction and Development Management (LCDM)
program. In addition to the home building industry providing financial support for students, many
of the classes in the LCDM program are taught by home building professionals.
